KPRL Overview

KPC recently acquired the Kenya Petroleum Refineries Limited (KPRL) as a fully owned subsidiary through transfer of shares. KPRL was established in 1959 with a primary mandate of processing imported crude with the refined products sold in Kenya and the East Africa region. The refinery complex was shut down on 4th September 2013. KPRL is currently operating as an oil storage depot.

As a key player in the oil and gas sector in the region, one of KPC’s strategic focus is to expand its existing operations and business diversification. The acquisition of KPRL provides an additional 484 million litres storage capacity.

KPRL owns 377.7 acres of land adjacent to the Port of Mombasa. KPRL is categorized as Common User Facility whose facilities are as summarized below.

  • Refinery Complex: Capacity 12,000MT/d, Idle since 2013, and under mild preservation.
  • Storage facilities: Tanks for storage of crude oil (petroleum) and petroleum products.  The process of conversion of crude tanks into refined products is ongoing.  The summary of the existing storage capacity is as below.

KPRL has also 1,200 Metric tonnes LPG storage facilities. The Ministry of Energy, through Kenya Pipeline Company (KPC), has converted the facility to a bulk LPG import handling and storage facility. The facility is envisioned to bridge the LPG supply gap in the country and enable universal access to clean cooking energy by 2028.

The facility will provide existing LPG gas shippers and new entrants with bulk storage, road/rail tanker loading points, and cylinder filling facilities. The new establishment will be designed as a “common user” facility receiving LPG from pressurized LPG ships berthed at Kipevu Oil Terminal (KOT-2) Jetty which will be offloaded into storage tanks using a product import line.
